If you want lots of friends, playing Facebook Games works a lot better for that, since people playing the same game will often add strangers in order to get more people helping them in a game.
People who *buy* friends are almost always marketing something... trying to get more people to look at their stuff, both to get more clicks and views and invite more people to like commercial pages, and also so they can charge more to advertise on their sites. People with tons of friends are "influencers," and people will pay them to post their stuff.
