people sink and float because the human body is a large percentage water. if you lay on your back most of the time you can float. however when people are drowning they tend to throw their arms above their head to get out of the water this causes them to sink. Or it could be the cement shoes they are wearing...
When a person is floating ,especially in the ocean, there are large amounts of salts that carry a person. Just like an egg in a cup of salty water, it floats more than the egg that was in the clear water.
