In Indiana, a law requires liquor store employees to card everyone who comes into the liquor store. In Indiana, you must be 21 to be in a liquor store. So everyone gets carded. Those who are not 21 are asked to leave and are not allowed to purchase anything, including ice. This is probably true for other states as well. It is an age thing, not an ice thing.
