Academic boards instituted the regulation uniforms a long time ago, it was decided that skirts were the feminine thing to wear. Schools have required them as regulation part of girls' uniforms for a long time, and that's not likely to change. From a girl's viewpoint there are also some good points: skirts are cute, concealing and comfortable, they make diaper changes somewhat easier, and it's nice to be able to show off your legs if you want to. (Of course, if you're self-conscious about your legs, that's not an advantage.)
