A chronic offender can also be known as a career criminal. These types of people get this name by consistently committing crimes. Once they receive punishment for a crime they committed, they immediately go back to committing more crimes. It is a disease and they don't know any differently so they continue to live in crime. They like the risk and reward part of it. They don't care about the punishment because they know that is just part of the game. They do the crime knowing that they could be caught but they like the idea of the reward that they get.

You are approaching this problem from the wrong direction. Claustrophobic people should avoid committing crimes, so that they do not find themselves locked into small cells where their claustrophobia will become a problem. It is not up to the penal system to accommodate claustrophobic people. Claustrophobic people get locked up just like anyone else, if they have been found guilty of a crime. If this drives them crazy, well, prison drives lots of people crazy.
