It really depends on the person.
Someone who makes others feel good might have gone through a really rough time and are trying to make others feel happy to hide their feelings. Some might just enjoy making others feel good, and others might be driven to do a good deed by doing thing.
Those who make people feel bad might be really angry and try to get it out by bringing down others. Other reasons can include: being apathetic, abuse at home or as a child, may feel much self-pity or self-disgust, or they just get off by doing this.
Many people have their reasons to be the way they are, it's just figuring out why they're doing it that is the best way to figure them out.
