The line or crossbar across the 7 is to distinguish it from the numeral 1 when it has a serif on top, making it look like a 7.

The line across the Z is to distinguish it from the number 2, which may be mistaken as a Z when hand-written, which is especially important in mathematics.

this is incorrect. the bar on the seven is there because people used to count the number of interior angles, and thatΒ  was how the numbers were created.

Why does the European number 7 have a line through it?

Many Europeans write a 1 with a rather long "flag" at the top but no cross mark at the bottom, so that a 1 and a 7 can sometimes be mistaken for one another. The line through the 7 distinguishes it in the way that the line through a Z can distinguish it from a 2.
