It really depends where they are from. Most Americans say "College", whilst the British say "University". It's just because different people form different places are brought up to talk differently. Nowadays, "University" is more commonly known as "Uni", as it's faster to write and say etc. Hope that helps!
An university is basically a college. Many people refer to universities as a special academic haven for learning, some say it is more advanced and progressive than regular colleges. I would not say it is normal, however it depends on the college or university.
This is very disputed. Some say Syracuse, others say schools that are in their region. Well for a college to be public is has to have "State" in the name. so I'm going to say Yes because of the S but I have never heard of a college named US at all. Ex. Public college * OSU - Ohio STATE university Private college * OU - Ohio University
