not sure if this helps but pennyroyal here seems to like dry ground, hence i have had a annual problem over summer...if you are able to irrigate/drown those areas mid spring/early summer you not only make it undisiarble for pennyroyal but also your grass (with urea fert) will help choke it out...other wise a good glysophate based weed killer and re-sow paddock in autumn.
