There's not really a slang meaning - people say "whatever" in a sarcastic way to say that they don't really care about something, but it's not slang. It still means the same thing.

Sweeney Todd, aka "the demon barber of fleet street" was a famous serial killer in 18th century London who killed and robbed his wealthy customers before dropping them through the floor into his cellar. There his girl-friend used their flesh to make meat pies. Although widely believed to be a real person, this is almost certainly an urban legend. Sweeney Todd (always shortened to Sweeney) is still a part of Cockney rhyming slang. It refers to "the flying squad", a rapid response team run by Scotland Yard. "The Sweeney" was a predecessor of todays SWAT teams.
