This is used in countries such as Brazil because it is not wealthy enough to buy oil from countries such as UK and US. So Brazil grows sugar cane, ferments it and produces alcohol to run cars (with a small modification to the cars).

It is used because it is renewable (more sugar cane can be grown), it is also environmentally friendly (no extra carbon dioxide is put into the atmosphere) but most of all because it is cheaper than oil.

I wouldn't say that it is used in Brazil because they aren't wealthy enough to buy oil. It is used there because after the Opec Oil Crisis of the 1970's, Brazil made a concerted effort to not be dependent on countries that were not acting in their best interest.

Why can't the USA get that into their heads?

There are both benefits of 100% Ethanol as well as costs. The high Ethanol contents act like high octane fuel and allow higher compression and essentially more power. However, the vehicles can be harder to start, especially in colder weather. Some Brazil cars have been modified to start with 2 tanks, gasoline and Ethanol.

In the USA, E85 is used to solve the starting problem. 15% gasoline is mixed in just for the first minute or so of driving.

There have been questions about the efficiency of Ethanol production. In Brazil, a lot of the labor is done by hand. That wouldn't be possible in the USA. It is believed that other fuels such as biodiesel are more efficient to produce, as well as more fuel efficient vehicles. However, there are issues with biodiesel including cold weather starting and solidification problems. And, of course, questions about Diesel Smoke.

Oh, wait, this question might be able to be considered differently. Not the cars consuming the alcohol, but the people consuming the alcohol.

That is a bigger question.

Alcohol is a mind altering recreational drug, and should be considered that way. And it is LEGAL. And, when a person is intoxicated, they have difficulties realizing the extent of their impairment.

And, their car is their method to get home, or to go somewhere. If they are at a bar, it might be a pain to take a taxi home, then later have to come back to get their car.

Of course, there is also the feeling of invincibility which may be exacerbated by the alcohol. Getting caught, or getting in an accident won't happen to them...

To solve this problem, we need a shift in way society approaches alcohol as a drug. There have been large shifts towards this, but we have great strides ahead of us.
