If you are speaking figuratively, people walk in darkness because sometimes they do not know where to go. Or if they do see a light, they're afraid to approach it. There are millions of reasons why individuals surround themselves in darkness, randomly walking through life, tripping and messing up.

In literal terms, people will walk through darkness due to a lack of lighting. Typically darkness is a obstacle that we all must go through to get to something we need (for example, walking home from work after dark).
