Well, Halloween costumes were worn to "scare off ghosts and demons" but now they simply choose to wear costumes because it makes the holiday more fun. It is a chance to dress up as something you are not and play pretend for one day.
The wearing of a costume at Halloween (all hallows eve) has its roots in the belief that supernatural beings, or the souls of the dead, roamed the earth at this time. The practice is recorded in pre Christian history as originating in a Celtic festival, held on 31 October-1 November, which marks the beginning of winter. It was called Samhain in Ireland, Scotland and the Isle of Man. Calan Gaeaf is the name of the first day of winter in Wales, observed on 1 November. The night before is Nos Galan Gaeaf, an Ysbrydnos when spirits are walking the earth. At this time people avoid such things as churchyards, stiles, and even crossroads, where spirits are thought to gather in wait of human prey. The dress used to celebrate the event was simple but representative of ghouls, spirits, scary animals and fairies, fairies at that time were not the loveable things we think of today but were nasty violent creatures. The dress we see today is more representative of such characters created by authors, entertainment industry and the retail sector.

Halloween began over 2000 years ago with the Celts and has evolved into what we have today. At first, it was an adult holiday where the adults dressed up for a party to have fun, but in the late 1940's children began to dress up in costumes and "trick or treat." There was a magazine cover in 1947 showing a group of children in sheets dressed as ghosts going through a gate to a house. This was the start of what we have today.
Costumes are worn on Halloween because it is perceived as a day that spirits walk amongst the living. Ghosts were the original costume of this event and it grew into all the costumes we see today.
