Animals can move when the environment changes. (The "environment" is always changing; it has never been static.)

Plants can't move. Some plants, such as the kinds that have burrs, can send their offspring away; an animal brushes against the plant, the seeds attach to the animal's fur, and later on the animal scratches the seed off to fall in a new location.
