Its either the papers in the in-feed tray are not properly inserted, or some or one of the gears (mechanism that picks the papers from the tray) of the printer are bad.
Also restriction (maybe due to foreign object) can be a major factor. Ensure that the printer is free of any trapped object (like piece(s) of paper) and the rollers are clean and free.
