I have a pug as well.. and he does the same thing, as if something is caught in his nose or throat... It kind of sounds like a coarse rattling (like when a guy hawks a loogie) The first time it happened it made me think he was choking and all I could think to do was dislodge it. I cupped my hands around his face and blew air into his nose as hard as I could... It stopped it so I wonder if it is some kind of mucous build up in his sinuses. It happens on and off and that is the only thing that makes him stop. Sorry I couldn't tell you what it is, but that's atleast an idea of what to do if your pug can't stop the problem himself.
