If drum brakes you probably have a bad wheel cylinder on the side that is locking up.
my 2002 never has ...I know there is a "height sensor-proportioning valve" located above the rear axle which should prevent the rear brakes from locking... when you brake the weight of your Tracker goes forward and the rear actually lifts... this device lessens the pressure to the rear brakes momentarily so they don't lock...
Go to www.autozone.com. they have online repair manuals for free and you can look up anything. i just looked up diagram of my rear brakes under the repair section.
Depending on what type of rear brakes they are: rear drum brakes - lockup could be due to a leaky wheel cylinder or faulty brake proportion valve or worn out shoes broken/misadjusted parts. rear disc brakes - seizing caliper or bad brake hose or faulty proportion valve or worn out pads.

The front and rear brakes are both made of ceramic. i bought front and rear brakes on eBay for $80 total.
On a Ford Explorer : 1991 to 1994 model years have ( drum brakes on the rear ) 1995 and newer models have ( disc brakes on the rear )
Front brakes have significantly more stopping power than rear brakes.
