The main reason is avarice that is a group of people in search of power is armed by a wealthy outside country in order to gain power over raw materials or to gain military advantage in the general area.

The other reason is that the Government of a country has become so corrupt or ineffective that the people have to take matters int their own hands in order to protect their families and life styles.
