Easy food I would think - the Eagle, like a Sea Eagle for example catches the fish - the Seagulls then attack them the Eagle drops the fish flies off and the Seaguls get an easy lunch.

That's an educated guess anyway.

i don't even think they attack flying hawks.

They actually do - it's called mobbing. Theory is the smaller birds are defending their territory (often if their nest is nearby) and trying to drive the predator away ( - and the large hawks are not fast enough to catch them.
