It depends on where the donations are coming from.

If it is from the people in the house church (a tithe) its possible that those in the small house church have not elected someone who is to look after the funds and they do not take collections. This may have a lot to do with the lack of external donations as well. If there is no formal organisation to the house church, no secretary, and treasurer, or even priest then people who may be inclinded to dinate mone to a religious cause may feel that they are unable to donate to the house church because it has no structre or head and thus they are putting money into an unknown group.
