Refugees may have trouble creating a legal will, because they often do not have enough identification to legally establish their identity, and it is often not clear what their nationality is or under what jurisdiction their will would be executed. Aside from that, refugees generally do not have a lot of property to bequeath to their heirs, anyway. There is only so much you can carry with you, when seeking refuge. If they try to bequeath property that they left behind wherever it was that they fled from, their ownership may not still be recognized. Refugees generally flee from hostile governments, and hostile governments are not likely to defend the legal rights of those refugees.
Social scientists are not to blame for any of these difficulties.
