This is in part due to the need to translate it. When you play a video game there are thousands if not millions of words that need to be translated to a new language. Also, for some statements there isn't a direct translation so they can't translate it as easily. Additionally, the text in a video game is harder to change due to the video gaming language. Then, after all the language is translated, the game has to be tested for mistakes. Finally, the company must make thousands of games before releasing them.

In America, games tend to have more action, titles like Call of Duty and

Gears of War are good examples. Games made in America more than likely have a plot and story but they generally put more emphasis on action.

In Japan, the games are more... artsy. Titles like Final Fantasy and Shadow of Colossus are more centered towards the plot and sometimes have a moral the developers want to convey to the players. They still have plenty of action, but are more towards the bases of art and story.

Most Video Games are not made in Japan. However alot of the companies that make the consoles are (They then created offices in different countries) A lot of games are created in America and even England. If you're thinking of companies such as Nintendo (Japan based) they created the games so their consoles have some games at launch. you will find that if a company is largely based in Japan they will make the game there but it is still then shipped to their offices in other countries for editing and translation. When video games became hugly popular the original games were created in Japan, now America has a massive income from video games. (Microsoft - xbox/360 are American based)
