There is no direct correlation between deaths and magnitude. It all depends on the earthquake's location in terms of population areas, and depth.

Its concrete buildings use far more rebar than do those of the United States. As a result, its buildings do not fall down in an earthquake. Haiti on the other hand built its buildings without rebar. Thus, an earthquake that would rattle pictures on the wall in Guatemala caused loss of life and limb in Haiti. So it comes down to building codes.
