You can be pretty sure that even after same-sex civil marriage is legal all over the United States, there will be Justices of the Peace who will turn them down, too. Some people will never learn! Another problem is confusion between civil marriage and religious marriage. Some religions will probably never allow religious marriage. In some places where the majority of the population are backward, ignorant and bigoted, politicians who reflect such a constituency (or at least pander to them) are sometimes elected. The result is a government that opposes equal rights.
Science is not exactly controlled by society, however, governments do make decisions about what kind of research they do or do not want to fund. Sometimes there are legal restrictions about what can be taught in schools (some jurisdictions prohibit the teaching of Darwin's Theory of Evolution, for example).
