for newer mafia wars account created (at least I am certain in Facebook) they have no properties tab. They have been replaced by Rackets which in trade have something call the influence points which uses the stats to upgrade on, and their stamina now only requires one point to upgrade instead of the normally two points required. Try to do some search on this even in the zygna forum, you will get some more indication on this development of theirs.
