Black and damp spark plugs are a sign that there is either too much fuel in the combustion chamber or not enough of a spark to ignite the fuel. The white "smoke" you see coming out of the throttle body are fumes from the fuel. You might want to check the condition of the inside of the distributor cap or the rotor tip for corrosion. Also inspect for cracks on the distributor cap and the condition of the spark plug wires (both ends - but especially where they plug into the distributor cap).

I would start with the basics. 1) Run a compression test to rule out mechanical issues. 2) On many engines you can listen to each fuel injector with a stethescope....may be a faulty or clogged injector. 3) Verify spark on each cylinder with timing light or spark tester. Inpspect condition of spark plugs. Misfiring cylinder would have more/less oil/soot on that plug. 4) Test for vacuum to make sure that you have no vacuum leaks. 5) Run a scan for stored computer codes. Many OBD systems will tell you the exact fault and often even which cylinder is misfiring.
