Well, they could be hiding the fact that they do have an attraction to other men, or they could just be wanting to mess with other's heads but I think the first answer is better.
That's not always the case though. I know a lot of straight guys who flirt with gay men and even other straight men. For some guys it's just natural to flirt with someone they know is going to enjoy it and lavish attention on them. Straight men are fascinated with the homoerotic, they'll make gay sex jokes to each other, cross lines that wouldn't normally be crossed because it's funny to them. I won't say that there isn't instances where it's a straight guy hiding he's gay but it will probably be the exception not the rule.
