Submarines will retreat to the depths if they are detected by radar. Note that radar can only detect a submarine if they are on the surface or if they have a mast or periscope sticking up out of the water. Radar has a terrible time trying to penetrate water, so if a submarine is detected because something is sticking up out of the water, the submarine will submerge to get some depth. Radar can't detect it down there. Also, the submarine will be trying to get out of the area and become "lost" in the ocean where it cannot be detected or located.

As far as I know it isn't illegal anywhere for a police officer to hide, its not considered entrapment unless you're being tricked into doing something you wouldn't normally do. So yes, they can hide while using radar.

The F-22 uses a few systems, and lessons learned from the F-111 to be a Low observable aircraft. The engines emit a heat signature that is unmistakable, but they have used heat hiding components in the belly, and a squared thrust vectoring exhaust to disperse the heat. They use multiple angles on the fuselage to diffuse radar, interior mounted missiles or bombs, changed the intake to hide the compressor from radar, and a radar that can be aimed to reduce exposure. One of the many ways to locate and identify an aircraft is by homing in on it's radar emission. Radar absorbent coatings are employed to help reduce it's signature as well.
A radar system sends out a wave. When part of this wave hits something, it bounces back to the radar receiver, the radar can then work out the size, location, and also the velocity of the object. A stealth plane is specially made to scatter radar waves across its angular surface. The radar might not be able to detect it, or estimate that the object is far smaller than any military vehicle and therefore not sound any kind of alarm.

Chameleons camouflage themselves to, most importantly, hide from potential predators. However, camouflage also helps the chameleon hide from, and sneak up on prey. If insects don't see them, the insects won't try to flee.
