if you have a tow package, check the wiring connector for shorts, some times they corrodes and causes a short circuit
pull the turn signal lever toward you.

The switch is probably bad or you aren't turning the knob all the way off.
Check fuse for tail and parking lights Could be a bad dimming rheostat Could be a bad headlight switch
in stall fog lamps it helps a lot or ultra whites from auto store
My '96 Cherokee Sport does, so I bet a '98 does.
I don't know which fuse those are but. I don know most of the time I have all of those out at the same time my igntion switch has over heated and needs to be replaced. After many many times of changeing the switch I put a relay in there that runs the power and konw that wire on the switch is the signal. Haven't had that problem since.
bad ground, check wires to see if they are cut/torn/melted etd.

you have a bad headlight switch. easy to change out it's just a tiht fit under the dash
The fuel pump is in the gas tank on a 1999 jeep Cherokee sport.
