On a 1998, you can kill the running lights by pulling the the 15 daylight running light fuse in the engine comparement fuse box. Manual says to disconnect the battery before openning this comparment.

The headlight relay on a 1998 Ford Taurus SE is in the fuse box in the interior of the vehicle. It is at location #22 and is a 30 Amp fuse.

According to the 1999 Ford Taurus Owner Guide : # 30 is a 15 amp fuse for the high beams , daytime running lamps , and instrument cluster
