I don't know what the significance (if any) is of white hats (probably that you didn't have to dye them = frugality) but we stopped wearing those long ago, except several thousands of people in the Dutch biblebelt. The only white headgear we wear now are 'dollar store' caps when we go on vacation to some really warm and sunny place :P

The dutch wear hats but they where very tiny . Classic shoes and clothes.That is how we have school shoes today and clothes that look old like in 1600's.

Jehovah's Witness women are required to wear a head covering only if they are praying out loud in the presence of a male baptised Witness. Apart from that circumstance it would probably be for the same reasons that any other women wear hats.

They wore hates for many of the same reasons that we wear hats today: protection from the elements, hats look cool, etc. For women, it was especially important to wear hats to protect their faces from the sun- pale skin was extremely important.
Korean women are really concerned about keeping their skin white and resist it in any way possible from tanning which is why it's a big trend to wear sun visors especially among women.
