The cluster has lost its connection to the onboard computer network(the "bus"). You will need to have it diagnosed with a scan tool and a wiring diagram.
I just had the same problem with my 1999 Chrsyler Cirrus. After several weeks I going through all the wiring and talking to different people, I fixed the problem. Their is a box behind the fuse box which helps all the computers talk to each other. I went out and purchased a bcm, pcm and a fuse box. I replaced each thing and started to test the gauges. It was not until I replaced the box behind the fuse box that my gauges started to work. It is a simple fix just disconnect the battery. take the lower drivers dash apart, unplug all the wires to the fuse box and remove the five screws which holds the fuse box. Once you remove the fuse box, you will see a box held on by two screws. replace that box with another one and put it all back together. If the new unit has a factory alarm, all you need to do to disarm it locate the light green with orange stripe which is in a black plug at the bottom of the fuse box. Go to a local electronic store and purchase 270 resistor. Run a wire from a 12volts to the light green wire with the resistor inline. This will bypass the factory alarm. Good luck.
