I do not know specifically, but in general I think I can answer your question. In Skyrim, NPCs (like the guards) are programed to ALWAYS have certain weapons and clothes. In order to ensure that a guard never runs out of arrows or is missing his sword, etc., the weapons are in a hidden inventory. You, as the 'hero' cannot access the hidden inventory without using console commands (using a PC program to access the game data). This inventory is also often programed to 'refill' if items go missing. I don't know if that system works for arrows, but I'd be willing to bet it does. The only way to get 'free arrows' from those guards is (probably) to stand at the target and pick them off one by one.
