A victim is not just a victim. The victim will be the State's number 1 witness, as the victim of the crime. Police need an eyewitness identification of whether a person is or is not the one who committed the crime. However, usually this question is NOT spoken. Instead, the police use a lineup of innocent persons along with one suspect.

If they have reason to believe that you are involved with something, they may ask for you to do so. If you are doing nothing suspicious and they ask you to identify yourself, you do not have to. If they force you to, they are breaking code of conduct and you may report them.

Blackmail is a situation in which you agree not to share some piece of information in exchange for money or cooperation. I dont know how to do it via the internet, i have tried that but i do know if you call the station where the report was filed they will get you the report. they might only charge a couple cents per page.
If had something to do with a crime then there can always be a pursuit after you. If you have done nothing wrong then there is no worry. But always remember who your friends are and if you have to ask that question when you associate yourself with someone that can put you in a bad position, then they are not worth hanging out with.
