the bulb has 2 filaments. One may not be working. Try replacing the bulbs.
Or, there is a bare section on the wires that lead to the bulb.

Is the bulb out on the 3rd Brake Light? Check bulb, harness attachment and wiring. Most likely its the bulb. See sources and related links below for bulb information.
Check the sensor on the brake pedal arm. Brake lights and tail lights use different elements in the bulb also some cars have separate bulb for each. Check the bulbs.

Have you checked your bulbs ? The tail light / brake light bulb has 2 wires inside it In my case I have had to change each bulb because the brake light portion did not work but the tail light portion of the bulb did ( I'm assuming that your front park lights are working )
Replace the bulb first, if this does not work try the reverse switch.

Check and make sure you have the correct bulb. The turn signal/brake light is a dual element bulb and if you have a single element it does not work properly.
A Ford Tempo will have no brake lights if the bulb has blown or the wires have come loose. Alternatively, the brake sensor in the dash can fail and stop sending power to the lights.
