The words that come out of a teacher's mouth are knowledge! The reason that a teacher talks so much is that they are being paid to teach students information. The best ways to teach students is through showing and telling the students the information that they need to learn in order to pass the class.
A good idea is to listen to your teacher when they are "talking so much", because they might actually be saying something that you are going to need in order to pass a test.
The School cannot, but the teachers can. They have jurisdiction of the school property. They are given the authority to enforce the laws laid out by the school board. If talking is one of them, then so be it.

This may be to do with something to do at school. Your child may be bullied at school and is probably to upset to talk about it. I have heard of bulling in primary school as well as secondary school so discuss this with teachers and ask how your child appears to be at school
