They hang outside to control their temperature. When cold the scrotum contracts and so brings the testes closer to the body for warmth. When hot the scrotum sags so moving the testes away from the body for cooling.

If too cold, the scrotum contracts and pulls the testicles closer to the warmth of the body. Regulating the temperature aids in sperm production.

In a male, the testes are in a sac that helps to regulate sperm production. If the scrotum (testes sac) becomes too warm, the sac relaxes and droops to place the testes into lower, cooler air. If the scrotum becomes too cold, the scrotum contracts and pulls the testes closer to the warmth from the body.
