There are several reasons, the most serious is that power lines are down, and Transformers destroyed, so it is not safe to turn the power back on until these are repaired. In some cases, generators or sub-stations that provide power are knocked out, and have to be fixed.

If they did reconnect power without repairs, the system could either short out or electrocute unwary survivors.

What usually happens is that undamaged systems are quickly reconnected, while damaged areas are manually disconnected from the grid while repairs proceed.

How to hope someone affect by the hurricane?

Did you mean....How to help someone affected by the hurricane? As a Floridian who has experienced many of them, unless you are with the electric company who can help get electricity on or can provide clean bottled water to the doorstep, just pray for them. Don't throw your money to "charity" agencies. They just take your money and give minimal to the hurricane victims.

How can one prepare for a hurricane?

Depending on the intensity of the hurricane, one should first stock up on food and water and prepare to lose electricity. Then one should board up their windows to avoid debris breaking glass from the high winds. One should also consider sandbagging around their house to avoid flooding. If the hurricane is predicted to be very dangerous, the safest thing to do would be to evacuate the area until the hurricane passes.
