I have also wondered about this so I researched it and came up with .... nothing :( It seems that companies do it because they have done it for a long time. In the UK, the proof is not twice the percentage as it is here in the US. It is a 7:4 ratio which makes things a little different. In the US it is required by law to put the percentage, but not the proof. Pointless for proofs I know, but what ya gonna do?

This is a solution containg 60 percent isopropyl alcohol; can be used as rubbing alcohol.
That all depends on what you want the final concentration of alcohol to be.
Most whiskeys (rye) are 86 proof. Percent is half that so they are 43% alcohol. When mixed with anything in a drink they become diluted -- less alcohol %
iso HEET is 99% isopropyl alcohol
by using fractional distillation
Proof which is twice the percent of alcohol
There are 3 litres of alcohol in your starting mixture of 4 litres. If you add 6 litres of water you will have 3 litres of alcohol in a total of 10 litres. This is the required strength.
Something 27.5% alcohol by volume would be 55 proof. Cruzan rum is usually this strength.
2.8 percent alcohol
Because the concentration of alcohol is lower; you pay the alcohol not the water.
This is a solution containg 60 percent isopropyl alcohol; can be used as rubbing alcohol.
There is no way to calculate that with the information provided. We need to know the volume of each.
Add 5% water
2/3 of 70% and 1/3 of 10%
100% - 40% = 60% are not.
