Well, the heights fluctuate overtime due to the 24 hour and 50 minute movement of the moon around the Earth in a series of time. Also, of course, due to gravitational pull. But, since the moon travels the Earth an extra 50min. this has the next change the times of the days a little bit. Therefore it fluctuates everyday. The gravitational effect of the moon is the greatest cause of the tides. Because the earth rotates the effect is altered by where the moon is in relation to where the tide is highest or lowest. Simply put, when the moon is over or diametrically opposite a given location the tide will be the high. When it is 90 degrees away from the location the tide will be low. This is a simplification of the entire picture and other matters have an effect also.
Consequently we have approximately two high and two low tides in a day.
