Tornados don't always cause damage, it depends on how strong it is and whats in its path, but generally speaking tornadoes cause chaos because it picks debris up and throws it all around , causing structural damage and blocked roads. That's depending that the tornado isn't a strong one and just picks up houses and destroy them, in that case im sure you can see how it may cause chaos.
