They aren't. Tornadoes are more violent than hurricanes. The winds of both hurricanes and tornadoes are driven by the pressure at the center of the storm being lower than that of the surroundings. Tornadoes produce a similar pressure drop to hurricanes, but over a much sorter distance. This means the pressure gradient is steeper, and the air is subjected to a greater force.

Natural tornadoes are not constructive. They cause damage and kill people, so they are destructive; however, there are people who believe stationary "tornadoes" can be created and used for a source of power. If it is possible, those man-made "tornadoes" would be constructive by providing inexpensive power.
F5 tornadoes cause total devastation. Well constructed houses are wiped clean off their foundations and steel reinforced concrete structures are heavily damaged. In addtion, many F5 tornadoes are quite large, so major damage can cover entire neighborhoods.
