Why do we continue to have difficulty in measuring progress as software is being developed and maintained?

Software development is fluid. It's not an exact science. It's not like fixing a car. It's more like a painting. It's a piece of art. How would you measure the progress of a painter?
From the beginning of a software project, you need to define goals. You may or may not reach the goals on time, but if you start with a time line of goals, then at least you have a measuring stick.

∙ 11y agoSoftware is essentially invisible and therefore hard to track. In tangible projects it is easy to track progress because you can see the result of the project, i.e. if you are building a 10 story building then you can see the progress visually, i.e. 5 floors built out = 50% complete.
Many software projects do not have good software 'blueprints' of what the software will look like; many projects only have rudimentary requirements. This makes it difficult, if not impossible, to track progress of a software project.
Some software projects get to 90% complete and then get stuck -- most of these projects will fail.
Unless an organization makes a conscious effort to create a solid software requirements (blueprint) that can be tracked then you will always be guessing at the completion % of a project.
