It is all to do with the position of the sun and daylight hours needing to be as long as possible for maximum agricultural etc efficiency. By international agreement and sheer logic, most countries decide that midday (noon) the sun would be at its highest position. Logic says that when the sun is directly overhead in London (i.e. 12 noon) it is pitch black and midnight on the international date line and the islands of the Pacific.
