It depends on what situation you are talking about. If you are referring to say lightning storms, you need to disconnect the power cord to prevent the possibility of lightning striking the line and sending a surge into your system. A lightning surge can be lethal to most systems. BTW, the power cord is the most obvious but any connection to the 'outside' is vulnerable. For instance, a phone cord can be a conduit for lightning if that line is struck. I have known people to disconnect the computer but not the monitor. When the lightning struck the power line the surge went through the monitor to fry the motherboard.
Another disconnect scenario would be for instance if you were being actively attacked by a virus or hacker. Disconnecting the network/modem cable will generally stop the attack; unless of course the virus has already downloaded itself onto your hard drive and is attacking from within.
