The reason why you feel colder when the wind blows is because it carries temperatures from the north the south east and west. So if the wind carries over some coldness from the south or north pole that's most likely why.

∙ 13y agoPerspiration, and its evaporation, removes body heat. Normally, this proceeds without our notice but when its rate is increased suddenly, we feel cooler. Air moving across our skin increases the rate of this evaporation. This rate increases with increased wind-speed, and is experienced as a change in ambient temperature.
Although, the cause is different, this is the same feeling that is generated when a cold front suddenly moves in, or when you move from an uncontrolled to an air conditioned area, with the accompanying drop in temperature.
