They do not release a fountain of water although it may look like that. What they are doing is exhaling. There will be some water in the way that gets blown upwards plus the humidity of their breath in the cold air will cause a puff of water vapor.
Whales breath air and must come to the surface to exhale used air and inhale fresh air.
