I think they want to show off as much of their breasts as they can while keeping their nipples covered. If a male sees their nipples the world ends as we know it, wouldn't want to see those brown nipples that everyone knows are there. aaa
They do it to be sexy and get attention from men of course! They wanna show off their boobs, especially if they're big. Some women wear tops that are just above the nipple. When guys see these kind of top, it makes them curious about the nipple that's hiding right underneath, and that's the reason why women wear clothes like that.
