If you mean you always get the lowest level (green colored) instances in the dungeon finder, this is usually because the game will either:
a) put you in the queue where the most other players are
So, a lot of other players are high enough level for your green instances, but are lower level than you and can't enter the highest level one.
b) Others queue for a specific dungeon, which happens to be green for you.
If you really want to skip that dungeon and do another, the only way to be sure is to not do a random dungeon but pick one in the dungeon finder. You will not get any rewards for doing a random dungeon at the end, but you will see new instances.
