In usage, the plural "panties" can be compared to the plural "pants" used to describe that article of clothing worn by men that extends down over their legs. Perhaps the plural was used to indicate leg coverings.
Both words could be more directly derived from the french fashion of the 17th century associated with long, tight trousers called pantaloons. That word was eventually shortened to pants around 1840. The word pantaloons was also adopted to describe a knee length undergarment worn by women. As time passed pantaloons became shorter and shorter and the word was shortened to panties.
In modern common usage, panty or panties are both acceptable.
